Utility Energy Optimization Programs
About Utility
Energy Optimization Programs:
Michigan businesses soon will be able
to take part in energy efficiency (optimization) programs offered by their local
utilities. Customers can lower their energy use and lower their energy
bills by taking advantage of these incentives which include both prescriptive
and custom solutions:
- Prescriptive rebates will be available for lighting,
high efficiency heating, ventilating and air conditioning, water heating,
motors and other common energy efficiency measures.
- Custom rebates will be available for high efficiency
equipment and solutions not offered as prescriptive measures. You can
prepare now for these programs by identifying energy efficiency opportunities
at your business. The comprehensive commercial program will be available
starting in July, 2009.
All Michigan utilities are offering
similar programs. They have been developed in accordance with Public Act
295 of 2008 (the “Clean, Renewable, and Efficient Energy Act”) passed by the
Michigan legislature and signed into law by Gov. Jennifer Granholm on Oct. 6,
2008. These energy optimization programs will be funded by a monthly
surcharge that customers will see on their bills starting June 1, 2009.
Business customers will see varying energy optimization surcharges based on
their use of electricity and natural gas.

The Federal
Energy Policy Act of 2005 first established the energy efficiency tax
credits that were effective in 2006 & 2007. The majority of these tax
credits were for 10% of the cost, up to $500. On October 3, 2008
former President Bush signed the Emergency Economic Stabilization Act of
2008 (also known as the "Bailout Bill") to put many of the tax credits back
in place for 2009, and increased the credit to 30%, up to $1,500. On
February 17, 2009 President Obama signed into law the American Recovery and
Reinvestment Act of 2009 (also known as the "Stimulus Bill") which among
other changes extended the tax credits to 2010.
Additionally,
a tax deduction of up to $1.80 per square foot is available to owners
or designers of new or existing commercial buildings that save at least 50%
of the heating and cooling energy of a building that meets ASHRAE Standard
90.1-2001. Partial deductions of up to $.60 per square foot can be taken for
measures affecting any one of three building systems: the building envelope,
lighting, or heating and cooling systems. These tax deductions are available
for systems placed in service from January 1, 2006 through December 31,
2013.
